There are two ways for potential applicants to get the Nomination Certificate if they want to use the PEI PNP to immigrate to Canada. The first approach entails directly applying to the PEI PNP through the Office of Immigration of Prince Edward Island, outside the Express Entry Program. Candidates can then construct a profile in the Express Entry system and put the Provincial Nomination Certificate in it after being approved by the PEI PNP. The second method involves creating a profile in the Federal Express Entry pool first. Candidates must officially express their interest in immigrating to Prince Edward Island within the Express Entry system. They may then be contacted directly by the PEI PNP through Express Entry, offering an invitation to apply for the PNP. This approach is commonly promoted as it enables the integration of the Express Entry Profile ID when submitting an Expression of Interest (EOI) to the PEI PNP. Candidates who are selected through the PEI PNP can obtain the Nomination Certificate from the province right away because the Express Entry profile already exists. This significantly boosts their Comprehensive Ranking System (CRS) score in the Express Entry pool by an additional 600 points, effectively ensuring an Invitation to Apply (ITA) for the Canadian PR Visa in the subsequent Express Entry draw.

PEI PNP Express Entry

The PEI PNP Express Entry is designed for individuals who possess a valid Express Entry profile, aspire to reside and work in Prince Edward Island, and possess skills that align with the province's present labor market requirements. PEI can issue a Notification of Interest (NOI) to candidates in Express Entry whose profiles align with the criteria sought by the province.   • Demonstrate language proficiency in French or English equivalent to Canadian Language Benchmark (CLB) Level 7 for work experience classified under NOC Skill level A or 0, and CLB Level 5 for work experience classified under NOC Skill level B.

Federal Skilled Trades Program (FSTP)
  • There are no specific educational requirements.
  • Possess a minimum of two years of full-time skilled work experience in a skilled trade occupation.
  • Either have a job offer for working in a skilled trade in Canada or hold a qualification certificate in their skilled trade issued by a Canadian authority.
  • Demonstrate proficiency in French or English language equivalent to Canadian Language Benchmark (CLB) Level 5 for Listening and Speaking skills, and CLB Level 4 for Writing and Reading skills.

Labor Impact Category

The Labor Impact Pathway within the PEI PNP is designed for individuals who wish to live and work in the province but do not seek business ownership. Candidates must possess relevant experience, education, and skills that are in demand within the labor market of Prince Edward Island. The PEI PNP's Labor Impact Pathway consists of two sub-categories. While there may be some shared requirements between these immigration categories, the majority of the criteria are distinct to each category.

Skilled Worker Stream

The Skilled Worker Stream within the PEI PNP Labor Impact Pathway is intended for individuals who have been or will be employed by an employer in PEI. Candidates must have expertise and proficiency in a skilled profession, which includes holding a post-secondary level of education.

Requirements

Age: Applicants must be between 21 and 59 years old.

Job Offer: Candidates must have a long-term (minimum 2 years), full-time job offer from an employer in PEI for a skilled position classified under NOC (National Occupational Classification) Level B, A, or 0.

Work Visa: If currently employed in PEI, applicants must possess a valid Work Visa.

Legal Status: Applicants must have lawful status in their current country of residence.

Education: A minimum 2-year post-secondary degree is required.

Work Experience: Candidates must have a minimum of 2 years of full-time work experience or applicable schooling within the past 2 years. Settlement Funds: Adequate funds must be available for settling in PEI.

Language Proficiency:

Demonstrated language proficiency in either French or English is mandatory which is shown through one of the following:

  • • An IELTS test score of at least 4.0 bands.
  • • A language ability declaration from an employer in PEI.
  • • Education from an institution where French or English was the primary medium of instruction.















Critical Worker Stream

The Critical Worker Stream within the PEI PNP Labor Impact Category is designed for both unskilled and skilled workers. Applicants must either be currently employed by a PEI business or have an employer in PEI who will sponsor them for a Canadian Permanent Resident (PR) Visa. This category includes occupations such as Food Service, Truck Driving, Housekeeping, and General Labor.

Requirements: Age: Applicants must be between 21 and 59 years old.

Work Visa: Possession of a valid Work Visa is mandatory.

Work Experience: Candidates must have a minimum of 6 months of full-time work experience with the employer in PEI.

Legal Status: Applicants must have lawful status in their current country of residence.

Education: At least a high school level graduation is required.

Settlement Funds: Adequate funds must be available for staying in PEI.

Job Offer: A long-term, full-time job offer from an employer in PEI is necessary, classified under NOC Level D or C in unskilled or skilled positions.

Language Proficiency: Demonstrated language proficiency in either French or English is required.

  • Language proficiency can be proven through an IELTS Test score of at least 4.0 bands overall, with the following individual threshold scores: Speaking 4, Writing 4, Reading 3.5, Listening 4.5.

Business Impact Category

The Prince Edward Island PNP's Business Impact Category is meant for people who intend to actively manage and invest in a business in the province. There are three divisions within this immigration route:

100% Ownership

The 100% Ownership Category within the Business Impact Category of the PEI PNP is tailored for foreign nationals who will have complete ownership of a business established in Prince Edward Island. This can involve starting a new business or acquiring an existing one in PEI.

Requirements: Individuals applying for any of the immigration pathways under the PEI PNP must meet various requirements. While specific criteria differ based on the immigration sub-category, there are common requirements applicable to all applicants. For the 100% Ownership Category, individuals must:

  • Present a detailed business plan for the business being acquired in PEI.
  • Commit to ongoing and active management of the business by residing in PEI.
  • Enter into an escrow agreement with a deposit of $200,000.
  • Put a minimum of $150,000 into the PEI company.
  • TIn addition to the above, the business must fulfill specific criteria to qualify for the 100% Ownership Category. The business must:

  • Be a for-profit corporation in good standing, fulfilling all obligations and debts.
  • Maintain a permanent establishment and corporate headquarters in PEI.
  • Fulfill all income tax payment obligations.
  • Possess assets with a minimum book value of $150,000.

Partial Ownership

The Partial Ownership within the Business Impact Category of the PEI PNP is for foreign residents who are interested in gaining a partial ownership stake in a business in Prince Edward Island, rather than owning the entire business. Candidates are required to purchase a minimum of one-third (1/3) ownership of the business or make an equity investment of at least CAD 1,000,000 in the company.

Requirements:To be eligible for the Partial Ownership Stream, applicants must:

  • Present a detailed business plan outlining their intentions for the partial ownership of the business.
  • Commit to ongoing and active management of the business by residing in PEI.
  • Enter into an escrow agreement with a deposit of $200,000.
  • Make a minimum investment of $150,000 into the company in Prince Edward Island to get at least 33.3% of the voting shares as partial ownership, or invest at least $1,000,000 into the company.

Work Permit Stream

The Work Permit Stream is designed for international individuals who plan to acquire a work permit to immigrate to PEI and work in the business they intend to invest in. This category offers a valuable opportunity for candidates to gain firsthand experience in the day-to-day operations of the business before making a financial investment. Alternatively, if candidates do not wish to pursue this option, the Work Permit Stream aligns with the requirements outlined in the Partial Ownership Category.

The following requirements must be met by applicants to be eligible under the Work Permit Stream:

  • Minimum personal net worth of $600,000 CAD from legal sources.
  • Secondary education or equivalent.
  • Transferable management skills and relevant work/business experience.
  • Age between 21 and 59 at the time of application.
  • Language proficiency at Canadian Language Benchmark (CLB) level 4.
  • Intent to live and work in PEI.
  • Actively manage the proposed business in PEI.
