Yukon, situated in the far northwest of Canada, holds a legendary position in the country's history. Renowned for the Klondike Gold Rush in the late 1890s, Yukon is currently inhabited by around 30,000 individuals, with the majority residing in the capital city of Whitehorse. The territory's economy is predominantly reliant on mining and tourism. For those who appreciate close-knit communities and the wonders of nature, Yukon offers an exceptional setting for settlement. Individuals possessing the desired skills and experience sought by the province have the opportunity to receive a provincial nomination through the Yukon Nominee Program (YNP), which is the official name for Yukon's Provincial Nominee Program.
While many immigration candidates strive to enter popular provinces like BC or Ontario, it is worth
considering the opportunities offered by the lesser-known Canada PNP, the Yukon Nominee Program
(YNP). Employers in Yukon actively seek skilled talents, while immigration authorities encourage new
businesses to boost the economy and enhance the community.
The YNP presents several immigration pathways for overseas citizens to obtain Canada Permanent
Residency. These pathways include:
Yukon Skilled Worker
Yukon Critical Impact Worker
Yukon Business Nominee
Yukon Express Entry
Yukon Community Pilot
By exploring these immigration streams under the YNP, individuals can discover a smooth and viable
route to achieve their dream of Canada Permanent Residency.
The stream you qualify for is determined by the National Occupational Classification (NOC) assigned to
the job offer. As of November 16, 2022, the Government of Canada adopted a new version of the NOC,
which incorporates Training, Education, Experience, and Responsibilities (TEER) categories.
The Critical Impact Worker stream encompasses occupations classified in TEER 4 or 5, while the Skilled
Worker stream covers occupations classified in TEER 0, 1, 2, or 3.
The Yukon Express Entry (YEE) program is designed for foreign skilled workers who possess a legitimate job offer for permanent, full-time employment in Yukon. In situations where employers in the territory are unable to find Canadian citizens or permanent residents to fill job vacancies, they can access the pool of candidates available through the Express Entry system. To be eligible for the Yukon Nominee Program (YNP) under the Yukon Express Entry stream, applicants must satisfy the following criteria:
Obtaining a Provincial or Territorial Nomination significantly enhances a candidate's Comprehensive Ranking System (CRS) score, providing an additional 600 points. This substantial increase significantly improves their chances of receiving an invitation to apply for permanent residence. When an eligible Yukon employer provides a legitimate job offer to an Express Entry (EE) candidate, it initiates a YNP Nomination and, subsequently, leads to an Invitation to Apply (ITA) for permanent residence from IRCC.
The Skilled Worker program within the Yukon Nominee Program (YNP) caters to foreign skilled workers
seeking Canadian permanent residence sponsorship from a Yukon employer. To be eligible, individuals
must be employed in a job classified under the National Occupational Classification (NOC) Skill Level 0,
A, or B.
Foreign nationals must fulfill the following requirements to be eligible:
Possess education and work experience that meet the job requirements outlined in the National Occupational Classification (NOC). A high school diploma is the minimum acceptable level of education.
Demonstrate at least one year of related work experience for the specific position being filled. This work experience can be acquired both within or outside of Yukon.
If the applicant is in Canada on a study
permit, the following proof is required:
One year of study for a certificate program.
Two years of study for a diploma or Bachelor's degree program.
Completion of at least level eight of the English as a Second Language (ESL) program
for ESL students at Yukon College.
All foreign nationals are required to exhibit satisfactory English or French language proficiency by submitting language test results conducted by a designated testing agency. Acceptable tests include IELTS (General Training Test only) and CELPIP (General test only) for English or TEF for French.
The Critical Impact Worker program caters to individuals employed in occupations that are in high
demand in Yukon, specifically semi-skilled or unskilled workers. To be eligible, candidates must be
sponsored by an employer and possess a valid job offer from a Yukon employer. Notably, applicants are
not required to be physically present in Yukon at the time of application.
To be eligible for the Yukon Nominee Program (YNP), candidates must meet the following criteria:
Possess a permanent full-time job offer. The job offer must be for a position classified at skill
level D or C in the National Occupational Classification (NOC).
Have the necessary education and work experience for the job, with a minimum requirement of
a high school diploma.
Demonstrate at least six months of relevant work experience.
Hold a valid work permit if currently residing in Canada.
Attain the minimum language proficiency requirement in either English or French.
Additionally, the employer must fulfill additional requirements as specified by the program.
Before submitting an application to the YNP, the job opening must be advertised for a minimum
duration of four weeks. The advertisement must remain active, actively seeking qualified Canadian
citizens and permanent residents, until the YNP reaches a decision of hiring a foreign national.Additionally, a minimum of two local and one national recruitment efforts must be undertaken by the
employer. The processing time for this program is usually 12-14 weeks.
The Yukon Business Nominee Program (YBNP) specifically targets individuals with established business
skills who are interested in owning and operating a business in Yukon and making a significant
contribution to the local community. Yukon is actively seeking individuals with entrepreneurial expertise
who can actively participate in the business community, fostering economic expansion and
diversification. Applicants must be willing to assume an active managerial role within the Yukon
business.
If an applicant is approved by the YBNP, they will become a nominee and receive assistance in obtaining
a Two-Year Work Permit issued by Immigration, Refugees and Citizenship Canada (IRCC). This work
permit allows the nominee, along with their family, to establish themselves and their business in Yukon.
After the two-year period, those who meet all the eligibility requirements will receive support from the
territory in their application to IRCC for Permanent Residence.
To be eligible for the YBNP, you must:
1. Attain a minimum score of 65 points on the assessment grid.
2. Hold a high school diploma or equivalent. If your business necessitates higher education, you
must provide valid credentials as proof.
3. Possess a minimum of 3 years of experience in entrepreneurship or business management.
4. Have at least 5 years of relevant work experience related to your business.
5. Not be a refugee or have an active application for refugee status with the Government of
Canada.
6. Have never been denied immigration by the Government of Canada.
7. Have no ongoing applications for other provincial or territorial nominee programs.
8. Have a net worth of at least CAD $500,000, acquired through legal means and validated by a
Yukon accounting firm.
9. Possess a minimum of CAD $300,000 in liquid assets, including cash, bonds, and cash
derivatives. This must be legally obtained and verified by a Yukon accounting firm.
10. Demonstrate the intention to permanently reside in Yukon.
In January 2020, the Yukon Nominee Program (YNP) introduced the Yukon Community Program (YCP),
previously referred to as the Yukon Community Pilot Program. It is an immigration pathway specifically
created to address the unique labor market and economic requirements of the Territory. Successful
candidates selected through this stream will be granted a location-restricted 2-Year Open Work Permit.
Yukon is actively seeking skilled workers to meet the demands of its labor market. Over the next 3 years,
the Government of Yukon plans to extend invitations to skilled workers through the Community Pilot
stream. The primary objective is to attract top talents to the territory and bridge the gaps in the job
market.
To qualify for a Canada Work Permit through the Community Pilot stream, you must meet the following
program requirements:
All job offers must be from the same participating community in Yukon.
The combined weekly working hours must amount to at least 30 hours, equivalent to a full-
time position.
The job offers must be non-seasonal, indicating consistent and regular employment
throughout the year.
A Nomination Letter confirming your nomination for Permanent Residence provided by the Yukon
Government.
A support letter with a signature from the Yukon Government stating that:
The employers who have extended employment offers require your immediate presence in
the community.
The employment offers are genuine and include comprehensive details such as employer
names, job locations, occupations, and weekly working hours.
